What employers need to know about transit benefits in Philadelphia

New legislation has passed in Philadelphia requiring employers of 50+ employees to provide a commuter transit benefit to their employees as of January 1, 2023.

New legislation has passed in Philadelphia requiring employers of 50+ employees to provide a commuter transit benefit to their employees as of January 1, 2023.

  • Similar initiatives already exist in cities such as Seattle, Washington, DC, Los Angeles, New York, and more.
  • Employers should be prepared to offer either a subsidized transit pass, or a pre-tax benefits program (jawnt can facilitate both of these options).

SEPTA (Philadelphia’s bus, subway, and regional rail provider) will launch the ‘SEPTA Key Advantage’ institutional pass program on September 1, 2022.

  • This initiative has employers cover transit for all eligible employees (similar to other employee benefits programs), and is provided at a steep discount - passes that can be as high as $200 per month are offered for less than $30.
  • Employers provide a differentiated benefit to employees, that alleviates concerns around Return to Office.
